For anybody who didn't get this quest when they should have, simply go kill a few murlocks located on the beach between the crumbled palace and nar'thalas academy. Loot their cold, dead corpses, and you should recieve the item to start the quest. I had some trouble with this, as I thought the item was to start a side quest, and at the time, my bags were on the verge of being full. So a side quest wasn't my biggest concern

The giants at Shipwreck Arena are very fond of smashing ships that sail too close to shore. They take the sailors prisoner and use them for their own amusement. I suppose it will be easy for you to infiltrate the place. It's breaking out that will be the difficult part.
