Call Atticus and buy the [item=178681], which in turn allows you to right click the chest in the wagon to get the [item=178682]. Don't try to use the [item=178681] from your bags, it gives an error about a missing resource, just right click the chest.

The Ossein Battlemails can be found on the ground around the highlighted quest area, I've submitted a screenshot of how they look. I'd recommend going into Interface, Names, and change "NPC Names" to include "Interactive NPCs" as well since it will highlight the quest items on the ground. :)
