I suggest to get to the item fastest if you dont have a coordinate program is straight behind Archaeologist Groff and down that sandy ramp into the water and its straight in front of you.
You're not searching in the Veiled Sea. As you move away from Archaeologist Groff toward the sea, follow the sand path to your left to the small body of water full of Greymists and Crawlers and underneath the stone archway. The artifact is a gold, moon-shape almost directly in front of you as you enter the water.

Description
Underneath Remtravel's forgetful exterior is the mind of a genius, an enigma cloaked in senility. But I'm not about to give up on the old man. Look at what I found in his notes... not there... no, that's a shopping list... Here, on the page where he's trying to figure out what year it is: The Disc! We think this Titan artifact is some sort of encrypted storage wheel. We were carefully unearthing it when the disaster hit, but hopefully it's still in the ruins. Dive in and grab it for me!
