The boss is right on the quest icon. To get there, fly to Warden's Redoubt in Azsuna. And then jump into the water. The boss is aquatic.
If you are lucky with your chances, the items that he drops are 860 item level, but can be warforged (865) and titanforged (870).
Before killing the world boss, you may want to increase your chances of loot. [npc=111243] (he is standing in front of Violet Hold in Dalaran) has 2 quests that will allow you to get a Seal of Broken Fate for 1000 gold or 1000 Order Resources.

Levantus is a Legion world boss, it's located in a strait between Isle of Wacthers and Azsuna at 42.7 66.0 point. It's only annoing you have to swim to reach it (or swim, if you havent waterstrider or any skills, etc). While fighting, it casts a whirlwinds, which deal damage, but grant you water walking, so you dont need to swim all fight long (as i did, lol).Also, you dont need to be in a raid group, which killing it, you can hit it once to get loot. And dont forget about looking for group, if cant find any on your sevrer.

This is one of the World Bosses coming in Legion. They've really gone all out on launch, with 11 different World Bosses!
Note that each boss drops gear from a specific slot, and each drops a distinct type of relic (except [npc=112350], who doesn't drop a relic). This makes it easy to figure out which bosses you want to farm to fill out a particular slot.
There is an achievement for killing 8 out of 10 World Bosses ([npc=112350] is not included in this list) - Unleashed Monstrosities. This achievement will unlock a colour variation for your Valorous artifact appearance.
