TheWoWDBTried to do this at end of SL and the quest giver wasn't there for turn in. I think I killed him too fast. I dropped and picked back up, this time aggroing and then waiting for Longtusk to engage as well. That time it worked.

I found this really tricky on a caster - the NPC you fight with, Okuna Longtusk, is about as useful as a chocolate teapot. I found the most effective way was to keep moving - Prince Oceanus does occasionally get a little dizzy, which is a fine time to stand still and nuke.
