For your info: You have to complete the first story in Nagrand before this quest becomes possible to complete. The step is called "The Might of Steel and Bone."
I use WowHead's search features to find quests that will give me an iLevel increase. This dagger came up as an upgrade for me, but when I went to the location the quest-giver was supposed to be at, he wasn't there. So I did the first story quests, made my choice about what kind of garrison building to build in this zone, and then he came up and I could get the quest.
It's more than just "kill 12 clefthoof", which aren't that hard - it's the fact that every other one you try to kill attracts a group of prowlers, which means you're suddenly fighting about 6 mobs.

Description
Commander. The frostwolf and I were just discussing the merits of various 'hunting' approaches. I assured her that the shadow hunters are well-equipped to deal with any situation, even ones out in the wild. She seems to think that we don't know what we're doing when it comes to bringing down game in 'her land.' We're not going to let her get away with saying that, right? Let's take down some clefthoof.
