The Black Locus is a quest for level 20-70 in Ohn'ahran Plains. It rewards 1 reputation reward, 4,750 experience and money. Completing it counts toward 1 achievement.
It really is quite enticing, isn't it? The Locus was too much for the Sundered Flame. However, it fits just right in my hands. Funny, that.
<Adenedal shakes his head.>
Perhaps not. Not this day. Not again. Take it from me. It is not my burden to bear.
Good bye, dear friend.

Guy goes from a condescending, insulting Nightborne (is there any other type?) that greets you with "Ah, a sturdy adventurer I can exploit for peanuts, just the person I needed" to calling you "my dear friend" in the span of four quests.
Naw, dog. We ain't friends.
If you play the quest line as a dracthyr you have an intermediate step before collecting the locus from the infused proto-dragon to 'protect yourself' by using ancient mana. Likely refers to the mana addiction leading to being withered that nightborne suffered during the legion story lines.

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
Its criteria name 8 quests; others include:
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
