As said in another post the secret is waiting until he is being electrocuted by his Overload, then attack.
Tip for rogues: I did this as level 7 but if you wait for level 8 you'll get Ambush and can open with that, then rocket attack before starting Sinister Strike/Eviscerate; should be easier with Ambush

Very frustrating quest as a warrior... if I missed once, I basically couldn't catch up. It took me multiple tries to finally get him. I don't know if it was just luck, but as suggested above I opened the fight with my rocket barrage when he was doing an electrical overload and that seemed to make the difference.
EDIT - Response to Catoria's comment that there is no profession trainer for Goblins other than first Aid; there is. In the same building as the first aid trainer (once you deploy the town-in-a-box) there is a vending machine named "KTC Train-a-Tron Deluxe". It teaches ALL primary and secondary professions (except Archeology) and sells all of the tradeskill items to boot.
An egg appears once he is killed. Anyone can loot the egg no matter who killed him.

Description
Bamm Megabomb? Who does he think he is? His spiny raptor eggs are no match for what we are about to recover! As you well know, each Town-In-A-Box is equipped with a micro mechachicken for just such a dietary emergency. Luckily for us, my keen intellect was able to deduce the location that our prodigious, pre-programmed poultry ran off to. Head north to the Scorched Gully. But beware, its circuit boards are fried and I imagine it's not so micro any longer!
