The same thing is happening on this quest that happens with Omens and Incense. If you have an Artisan's Supply quests it is not completing correctly.

If the Nokhud have allies who can wreak this much havoc, we must find out as much as we can about them. I have sent my ohuna, Altan, to find this outsider. Boku asked why I sent a message calling all mystics to Ridgewater Retreat. I sent no such message. Balakar purposefully drew my mystics into a trap to cripple Clan Ohn'ir. But there may be a second reason. The Nokhud are gathering mystic totems, as many as they can find.
