TheWoWDBIf, like me, you were unable to turn in the quest, it's because Turalyon is not on the bridge of the ship. Instead, he is waiting for you on the ground at the Conservatory of the Arcane in Mac'aree. Go to him there and accept his quests. Afterward, he'll be freed up and will appear on the bridge while over Antoran Wastes, where you can turn in the quest.

Note that you need to be on the Vindicaar on Antoran Wastes to complete this quest. After doing this short breadcrumb, you will be able to pick up the quest to defeat Argus the Unmaker and get the new legendary ring and a gigantic chunk of AP from Velen on Vindicaar - Antorus, the Burning Throne: The Death of a Titan.

Description
The time has come, {name}, to begin our assault upon Antorus. Everything we have fought for, everything our friends and family have sacrificed, has brought us to this moment. We will fire Light's Judgment upon the walls of the accursed citadel and storm their seat of power. We will end the Legion. After all you have done, it is fitting that you have the honor.
