If you can't figure out how to get up there, you need to talk to Attendant Sparkledew who is on the main floor, between the Renown vendor and the innkeeper, towards the middle with the seed.
After speaking to the Winter Queen you need to go back down to the lowest level and stand in the circle next to Conservator Starry Night. An action button will appear and transport you to Warden Casad.

I am so happy you restored our connection to the Queen's Conservatory! In light of this accomplishment, the Winter Queen has requested you attend her at the Grove of Awakening!
