If you already obtained 3 seals from the vendor in Violet Hold, you WON'T be able to open a work order for a FOURTH seal that week.
This Quest appears to be bugged as of right now (28.09.2016), can't place the work order for the Seal.
Ticket is open, waiting for response.
// Edit (29.09.2016):
GM Response:
"Thanks for contacting us to let us know about this bug! This is indeed not working correctly at the moment; thankfully the developers are actually already aware of this and are currently working on finding a fix for it!"
Also if you have saved up 6 seals of fate you can not complete this quest, you must use a seal first.
