"rather high" doesn't match my experience. I already did the quest you referenced and it never dropped. Only with the Wowhead client did I realize I wanted to go back and get this. I killed at least a dozen of these cultists before I got it. But you are very correct about its source!
This didn't drop for me as I was completing Kill the Cultists, but later I noticed the yellow exclamation marker on my map saying the quest was available. I couldn't find a questgiver, but per the other comments, it dropped quickly enough after farming a few more [npc=26319].

Description
An inscription on the back of the favor reads, "To my favorite pupil, If you continue to show promise, I will teach you wonders beyond your imaginings. If you do not, I will have you destroyed! As ever, High Cultist Zangus" No doubt the warden at Stars' Rest will want to see this.
