TheWoWDBSwitching from Kyrian to Night Fae, and something seems a bit broken here. I don't have any redeemed souls, nor any option to go get some. So I can't start an upgrade...
I ended up talking to the Queen and skipping ahead a chapter. I opted to not to do that because I don't "know my way around here," but I guess it's a little broken otherwise.

If you're like me, and you aren't able to "activate" the Command Table even though you have enough anima in your reservoir, make sure you have turned in the quest "Recovered Souls" upstairs. I was excited about a new quest and went down to pick up "The First New Growth" prior to turning in "Recovered Souls", and wasn't able to upgrade until I turned in "Recovered Souls". Hope that helps!
I had the same issue. Go back to Oribos and start the quest "Flutterback". It gives you 5 Souls to complete the quest

Description
Long have we lain dormant. With souls, with anima, we grow once more. A choice now awaits. How shall we grow? You may decide which flower blooms first. In time, with more anima and willing souls, the whole garden will prosper. For now, a single blossom signals hope for the future. Lady Moonberry will want to know of your choice. Seek her out once it is made.
