TheWoWDBI made the mistake of using [item=190640] before I handed this quest in. It brought all my conduits to iLvl 226, meaning I couldn't use the green conduits I was given and therefore couldn't hand in the quest.
However, if you make this mistake, just abandon and accept the quest again. It will see that you have learned all conduits and you should be able to hand in the quest immediately.

If you have problems adding the conduits, stand closer to the Forge of Bonds. When you're standing next to it, right click the conduits in bags for them to be added to its collection
I bought the Incense of Infinity and applied it instead. I wasn't able to turn in the quest after that, until I abandoned it and reacquired it, then it was ready to turn in.

Description
While our bond is powerful in and of itself, you can also enhance it through the use of conduits. Conduits channel the anima between soulbinds in many different ways, increasing both of our potential in the process. They allow us to attune ourselves to each other's unique strengths. Let's use a few now. If they can further empower our bond, then they can aid us in protecting the forest.
