To get the [item=143931] you need to gather a bunch of materials from around the Shimmering Expanse, which are all given to you through world quests except the [item=144077] which is fished up from Submarine Tar pools and gathered from tarred fish, both of which are left behind by the big submarine that's circling the area. For the [item=144074] you need to complete Beach Ball Bash in the southeast on the High Elf/Blood Elf ships, just click the ball and stand under it to bounce it, but make sure it doesn't fall off the ship or it'll be trickier to catch. For the [item=144075] you need to complete Garbage Fishing in the north at the Kalu'ak boat, just fish in the garbage pools nearby. For the [item=144073] you need to complete The Goblins Stole Our Bombs! by killing the NPCs on the boats in the northwest (for Alliance) or southwest (for Horde). Sometimes these quests don't show on your map, but just go near their location and they should pop up.

The boat itself gives you +330% movement speed on water, it's extremely fast.
