The Grand (Admiral's) Plan

Turn the quest in to Lord-Commander Arete at Death's Rise.

The quest item is gotten from opening chests while on the daily quest Intelligence Gathering, gotten at Death's Rise at 19,47. You can't loot the chests unless you are on the quest and have received Scarlet Onslaught Trunk Keys.

Loremaster's, just to clear up any confusion that I faced.. this quest starts with an item you get from a chest while doing quest "Intelligence gathering" Intelligence Gathering
open the chest's and you'll get the "note from the grand admiral" http://www.wowhead.com/item=40666.
must do daily in order to obtain this quest line. hope this helps
