The little moths involved in this quest do spawn on their own - they just have a SLOW respawn timer. They have nothing to do with the coccoons spread around the grounds or the grubs. They spawn where the normal sized moths spawn. So if you don't see any, run around to the north and south of the silk farm and be patient.
This has been a problematic quest during early MoP due to the high number of players killing them!
