TheWoWDBI just got the map from an Enormous Cattail Grouper in Cattail lake. I was on the quest A Gift For Haohan and it dropped along with the quest item. I am best friends with everybody and also exalted with Tillers which might make a difference. Wouldn't ever drop till right after I hit exalted.
