TheWoWDBA word of warning I was going around on my 85 DK working on low quests for the Eastern Plaguelands Quests and flew to Plaguewood Tower and picked up the quests there. I completed all the quests and the my Quest Compileist addon says that I have not done The Plaguewood Tower. My conclusion is if you complete Counter-Plague Research (the follow up Quest) before you pick up The Plaguewood Tower you will never be able to do it.

As some have said below, this is a breadcrumb quest; if you take Counter-Plague Research you will be unable to complete this one.
That being said, for those having problems getting [npc=45451] to appear at Northpass Tower: you need to progress the quest chain far enough along that Fiona's Caravan is in Northpass Tower. Once there, you complete Nobody to Blame but Myself and Beat it Out of Them (both from [npc=45429]). After you complete those and are offered Blind Fury, you will be able to pick up the breadcrumb from Argus.
Hopefully this helps anyone who was stuck as to why none of the versions of him were offering the quest!
I saw that I had not completed this breadcrumb quest and saw that one of my toons had done all the quests leading up to it, yet not Counter-Plague Research. I thought, let me grab this and do it quick before I forget and mess it up. Flew out to where he should be and no [npc=45451]. Came and read @Jezartroz's comments about Fiona's Caravan and Northpass Tower quests. Saw on my map her caravan was In Light's Hope Chapel and flew over to check its status. (Toon did these quests some time ago so no memory of how far she went with the Fiona chain.) As I was looking around for possible quests related to Fiona, I noticed [npc=45451] standing there and low and behold he offered this quest. So checked and this toon had done the quests listed by @Jezartroz.
Just pointing it out in case someone else finds themselves in a similar situation; his location seems to change based on where you are with the chain, so check which quests you've done and all his locations!

With the recent, unfortunate developments involving Gidwin, it might not be wise for a man my age to take the dangerous trip through the Plaguewood. This is fine - I can visit the Plaguewood Tower on my next trip around the loop. I do, however, have a delivery that I need to get to Judkins. You are younger than I, and stronger in combat. Will you take this delivery to him?
