If you're having trouble finding the Infectis Scuttler's as I did, make sure you have your magnifying lens on and look extra close. They're the really, really tiny things on the bottom, maybe half the size if the Infectis Inchers.
Frederick Calston's exclamation mark for the quest did not appear on my mini-map, but it was above his head when I went to the top of the tower to find him. Thought it might have been higher level than 39 (I was playing a 39th-level rogue), but the bug simply seems to be with the mini-map. Quest worked normally otherwise.

Description
I love the sea. Yes, it was I, Frederick Calston, who introduced the sea life to that lake in the southwest. I had hoped to provide the Crusade with a source of fresh food from within the borders of the Plaguelands. However, some of the fish turned out to be predators, and they now terrorize the other animals. If we're not careful, they will kill them all! Swim down to the bottom of the scar and save some snails, crabs, and pufferfish before it's too late.
