To have this quest you should loot before a quest item SCRAP-E Access Card (by the very low wowhead droprate it's supposed to loot for engineers only otherwise the card would have a bigger droprate than the one wowhead actually shows 0.6%) , this will launch a quest telling you to find SCRAP-E
Also to save time for finishing this first quest don't forget the mats:
Hope it helps.
With the release build this quest is working as intended. You learn the scrap bot recipe. 425 skill in engineering is only required to USE the scrap bot, not to learn the recipe.
This is the follow-up to http://www.wowhead.com/?quest=12888 which starts by looting this item.
At 441 Engineering I was wondering where to get my Scrapbot Schematic, so I came here, saw this and killed those mechagnomes on the mechanostriders outside the Inventor's Library and first kill I got the access card. I'm not sure if I was just lucky or it's 100% for Engineers, but I thought I'd throw in my experience.
