Restart game FULLY if you get that issue! Went back on and I was able to turn it in.
On beta, noticed this quest was not able to be turned in on my character. When I try to turn it in, it just keeps saying that it failed. Tried dropping quest and picking up again, this did nothing. My character is now bricked. Reported but hopefully this is fixed when the expac releases.
Baelgrim perhaps did not take ram riding lessons.
