I spent 3 weeks dropping and reaquiring this quest. Asked everyone in general channel how to finish it. Got many pieces of advice, none of which worked. Came here and followed the instructions. Clicking on Zayhad and dumping anima into him didn't do anything, no matter what. Started leveling another toon to see if it was a problem specific to my character or...what, exactly. FINALLY, I realized that when you click on Zayhad, you don't click on/fill up the little circles in order. I kept trying to fill up the Transport Network. You go straight to the last little circle, which - once you click on it - *is* labeled the Queen's Conservatory, and select the first option there. I am just so grateful I got to do this quest on beta, because spending 3 weeks in live figuring it out would have put me so far behind I might as well have given up on the expansion entirely.
Conservator Starry Night is on the opposite side of the room from Zayhad, The Builder (the one in the middle where the Anima Conductor is).

You can upgrade the Sanctum to include The Queen's Conservatory without accepting the quest, but you do need to speak to Starry Night to activate it. It's a little confusing if you do it this way round as I did because I upgraded the Sanctum but there was nothing new on my mini map.

Description
I have heard that you are aiding us in restoring our sanctum, {name}. There is a very special magical grove that we know as The Queen's Conservatory. Within this magical sanctuary we nurture the spirits of old deities back to life. But its magic has waned with the anima drought. It is in need of your help. It would mean the world to us if you could start the restoration process by acquiring the resources we need.
