Uda the Beast is on the first floor of her Inn, on the right.
Magister Hathorel is above her all the way to the back of the balcony in the Inn.
Magistrix Vesara is in the Sunreaver Sanctuary where we used to buy valor/justice gear.
Up in the old PvP queue areas you'll find High Arcanist Savor to the right, Magister Surdiel to the left.
Some points about the quest:
The Schools of Arcane Magic - Mastery will not work.
Entering the Inn is the only "tough fight" where you can pull as many as 8 guards.
Jana is strolling around town counter clock wise with 2 water elementals. Fighting her will get you teleported to the Violet Hold where you get to fight your way out.
Freeing Uda has some...colorful...RP text.
Like a derp, I accidentally hearthed out of Dal while doing this quest instead of clicking the Tear. I ported back to Dal from Two Moons, but it was just normal Dal, not phased for the quest. I also tried going back to Dominance Point to see if there was a portal there, and there wasn't. Does anyone know how I can get back to the version of Dal that is phased to complete this quest?
***To answer my own questions, I put in a ticket and spoke with a GM. Go back to Dominance Point and talk to the flight master. She will still have the option to fly you to Dalaran.***

Description
There's still a number of significant Sunreavers who haven't been accounted for. Odds are that they're in the Sunreaver's Sanctuary, caught by surprise. <Rommath hands you an artifact, clearly made by blood elf hands.> The place is crawling with Silver Covenant. You'll need to get in, use the Tear to evacuate the VIPs, and then get out. Stay alive, {name}.
