The first criteria, Domination Point, is available at any time. The intro quest auto-accepts upon entering Vale of Eternal Blossoms at 90. Most receive it when they hearth to Shrine of the Two Moons, so if you're having trouble picking it up, try going to Summer's Rest.
The next criteria, The Voice of the Gods, is available at 950/6000 Friendly with the Dominance Offensive.
"The Horde is Family" is available at roughly 2850/6000 Friendly and requires that you have taken the "swear the blood oath" dialogue option at the very end of the "Dagger in the Dark" scenario.
"Blood for Blood" is available at about 3950/12000 Honored.

- The Korune *Note that this is causing confusion - the quest called "The Korune" is not intended to complete the achievement objective by the same name. This is not a bug, it's just confusing design.
"The Korune" is available at about 6950/12000 Honored.
I received the next section, "Pride," at 10800/12000 Honored.
Note: Don't forget to pick up your Grand Commendation of the Dominance Offensive at Revered!
I received "Rise of the Blood Elves" at 2400/21000 Revered.
I received "Secrets of the Past" is available at roughly 6850/21000 Revered.
"The Divine Bell" opens up sometime between 10515 and 10755 Revered, NOT the 10000 flat reported incorrectly below.
"The Darnassus Operation" opens up sometime between 14475 and 14890 Revered.
"The Purge of Dalaran" came up at approximately 18500 Revered.

"Breath of Darkest Shadow" opens after finishing the last chain. If you didn't pick up your Grand Commendation, it might not come right away, but if you did, it will open the same day as the previous quest chain.

This might get downrated since it adds very little to the "informational" side of the page, but, really... This quest line, having just completed it now, is probably my favorite quest line/series in all of WoW. As a player since BC, who tried to go back and level through vanilla stuff pre-Cata, and wanted to harness his minor case of OCD to play through the various zone/dungeon quests for each expansion... This has to be top 1 or 2 for me (Bearing in mind that I never did Scepter of the Shifting Sands, and regret it to this day).
Incorporating so many leaders (which in itself makes the absent ones conspicuous in said absence), giving actual storyline progression to the Blood Elves that they haven't seen in 2 whole expansions. Touching on Baine's distrust of Garrosh. Culminating in the fun, enthralling series in Dalaran, and Garrosh's plan coming to fruition. The storyline surrounding this faction is something I've felt has been missing from the game for quite some time. Fun, immersive storyline-driven questing... without gimmicks.
Since patch 5.2 "Meet the Scout" isn't pop-up anymore, you have to take it with Sunwalker Dezco or Sentinel Lyanna depending on your faction.
