not quite sure why she needed to get "up on her tippy toes" to kiss my Gnome on her cheek when we're the same height...
Did seem to be missing for me too, but I solved my problem, here's hoping that this will help others in the same situation. The entire Temple seemed to still be in the phase for the final chain that opens the Therazine dailies (final quest being to kill the woman in the Temple itself). As I still had the return to Throne of Therazine quest I went to hand that in first, to see if it would 'unphase' the Temple. It did, and the quest hand in npc was available when I returned. Hope that's useful.
