If you read the quest text carefully, you will notice that the three clues refer to an item each of the recipients is wearing to be able to identify the correct recipient.

However, the items (glasses, a rose and a chef's hat) are currently not visible. Keith Westin was not wearing his glasses, Tasha Windpaw didn't wear a chef's hat and Twix Gearspark didn't have a rose in her hair. It seems that the visibility of these items is currently bugged.

Update 27.12.2022 (Patch 10.0.2): After several years the visibility bug has finally been fixed. I just finished the quest with a twink and all recipients were wearing their items.

OK, so for posterity, here are the three clues, and the solutions, with what I think is the logic behind the clues.

First clue: They say the eyes are the window to the soul. If that's the case, I'm guessing this guest and their soul have something to hide.

SpoilerKeith "The Party" Westin. He wears eye-concealing glasses.

Second clue: This guest wears a memento of a love lost. I guess it's true what they say; every love story has its thorns, just like every night has its dawn.

SpoilerTwix Gearspark. Presumably, the memento would be the rose in her hair (remember, "every rose has its thorn"). As a bonus, she does have a rather spiky, or possibly thorny, hairdo.

Third clue: It's best not to get on the bad side of those that prepare your food. However, I'm not sure this patron has anything but a bad side....

SpoilerTasha Windpaw. The key phrase here is "those that prepare your food"; she wears a toque blanche (classic chef's hat). As a bonus, she also has a surly personality.

Description

Now, I could tell you who Connelly is, but that would be too easy! To catch a spy you have to think like a spy. You have to pass the test first! The small things can say a lot about a person. It's all in the details. I'm going to give you a drink to deliver. I will give you a small detail about something the recipient is wearing. From there it will be up to you. Be careful who you pick to give drinks to. People here tend to get pretty hostile if you give them the wrong order!

    Alright, I'll tell you how to find Connelly. Agent Connelly is currently posing as the high roller, Professor Kilt. He spends most of his time in the Boom Room. Rumor has it he's after one of the fighters for some long forgotten betrayal. Unfortunately, the lounge is by invitation only.
