TheWoWDBI wasted 5 minutes of my life looking for the entrance to that stupid pub, and because the comments here have been VERY unhel,pful, I have decided to write my own guide:
1. GO TO STORMWIND.
2. GO TO THE DEEPRUN TRAM ENTRANCE.
3. ENTER THE INSTANCE (DEEPRUN TRAM)
4. ONCE INSIDE THE INSTANCE, MAKE YOUR WAY TO THE GNOME NPC NIPSY. (HE IS IN THE MIDDLE PLATFORM)
5. ONCE THERE, GO LEFT TO THE LEFT EDGE OF THE PLATFORM. YOU WILL NOTE A RED LIGHT ON YOUR FEET IF YOU DID IT RIGHT.
6. JUMP DOWN.

I wasted 30 minutes trying to figure out how to do this.
So here comes a summary once you have taken the quest.1. Go to Domination Point /way 12.58 59.51
2. Kill horde guards and rare's untill you have 5 ''Domination Point Commission''.
3. Go back to Lion's Landing in the east.
4. Buy the ''Portal Reagents: Stormwind'' from ''Proveditor Grantley'' /way #418 89.6 33.4 Proveditor Grantley
5. Use the item and a portal to Stormwind will open next to ''Seamus Goldenkicks''
6. Take the portal and head to the tram, once entered there will be a red light in the first tram tracks. Head down that ''hole''.
7. Once down you will find ''Barkeep Townsley'' at the bar, talk to her and you should be all done.Hope this help someone.
This quest becomes available at
Friendly950/6000 into Friendly with Operation: Shieldwall.You need to head into the hidden tram entrance just under the gnome vendor "Nipsy" by the red spinning light and talk to the bar keep.

Description
We're going to need help if we hope to figure out Garrosh's plans for Pandaria. I have someone specific in mind, but he will not be easy to convince. Agent Connelly considers himself retired, but one does not simply leave the SI: 7. We've had an undercover agent following his every move for months. Currently, he is disguising himself as a high roller at Bizmo's Brawlpub. Something about settling an old debt. Meet with our undercover agent in the Brawler's Guild.
