If you want the fastest way to get the key ever, go to Grizzleweald (roughly 66,77) in Val'sharah and kill the grells. They drop the stone fragments, and re spawn like rabbits. Took less than a minute to get my key.

You are here because you took the flight path to Illidari Perch in Azsuna, then went to the Altar of End Times at 27, 50 in Faronaar, and you can't click on anything.
You read the quest, and it is one of the more confusing non-straightforward quest descriptions out there. Then you came here to find out what the deal is...
So, basically what you need to do, is collect (5) [item=132749], with which you can form the complete [item=132750].
As another comment mentioned, I just kept killing the Manastalkers and other NPC's in the area of 38, 45 Pits of Despair.
None of the NPC's will show you a mouse-over description that shows the [item=132749]
It took me about 20 minutes to get all (5) [item=132749].
Click on the stack of 5 and create your [item=132750].
Now head back to the 27, 50 to the Altar of End Times again, kill off the 4 NPC's around the center of the altar before you use the [item=132750].
Upon summoning him, if you are in a group he's an easy kill. If not in a group, if you reset him, and then attack him again he won't fight back. So as a hunter I feigned death, then upon attacking him again he did not fight back at all and I was able to down him and get the Twisted Runebindings off his corpse.
Hopefully this explanation helps a little bit. Oddly enough, upon reading the quest description after figuring all of this out, the description makes more sense.

Description
It is time we put our work to the test by infusing the most potent source of power I know of - fel magic. Rarely, the Legion's minions will carry fragments of the greater portal stones used to usher in their eredar masters. If you gather enough to form a complete stone, you can use it in Faronaar to call forth the eredar lord Vizuul the Twisted at the Altar of End Times. The bindings Vizuul wears to augment his power should push the Heart to its very limit.
