This chain must be linked to Renown levels because completing this quest does not automatically provide the next quest. Got this at Renown 21.

I was on my Winding Slitherdrake and it said I didn't meet the requirements of the quest. Mounted my Renewed Proto-drake and was able to complete it. Only 3 rewards showed up for me. The manuscript for the Windborne Velocidrake was not one of the options.
