For the Dragonscale Basecamp leg of your journey, if you've talked to all the people, have a ? but no Toddy Whiskers to be seen for the turn-in, try logging out and logging back in. This worked for me. Hope this helps someone! This is what I came here for (where is she?) so I am glad that logging resolved the issue.

I don't understand why my alts have to go and learn where everything is when my main has already run through everything and I know where everything is. That's why they're alts, you don't need to be shown everything since you've done it all by now.
