TheWoWDBIf you completed this quest on LFR and try going in you will get "you need to be in a raid group to enter this instance" error. Which is a pia as the quest at first doesnt state youre not supposed to turn it in at valdrakken but inside the instance itself so you get turned over twice. Would of be kind of neat if they added a mirror image of Kalecgos outside the portal because making a raid group to enter isnt enought.

So you left the raid without turning in the quest huh? That's ok. Here's your solution:
Turns out you can just enter the raid on any difficulty and speak to Kalec who is walking around in the entrance area of the raid to turn this quest in. No need to kill any bosses. If you're solo, you'll need to join a raid group to be able to zone into the raid. I recommend just joining one of the auto-accept world boss raids.
Figured it out, you need to turn it into Kalecgos inside the raid starting area, NOT in Valdrakken like the quest info says

Description
No! We locked the Incarnates away to save this world and now Raszageth seeks to free them! She cannot succeed, {name}. All life on Azeroth is in grave danger if you do not stop her! I shall return to Nozdormu at the Seat of the Aspects to plan for whatever is to come. Khadgar and Kalecgos are already inside with a contingent of allies. Join them to put an end to Raszageth.
