I'm in the middle of the Horde War Campaign, and it seems you can't complete this world quest at the same time; my guess is the vigil hill forces are phased.
This quest will NOT flag you for PVP, if you were wondering.
Thanks, glad to know the quest won't flag me pvp. But what I came here to find out, what do you do? Kill the [npc=141522] to get the documents needed? Search the grounds for the documents laying about? Locate some obscure chest that holds the documents?
Edit: Ok, you kill [npc=141510] in the structure at location /way 54.07 56.72 to get the [item=162448]. Then kill mobs until you can reach the tent at location /way 53.48 57.22 where the [item=162449] are lying on the floor.
That is every comment on this page.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
