I couldn't see any of these guys, then I swam into the grotto, and back out again, and they were all over the place. Probably a phasing issue, so try that if you're having problems.

What to do
Description
I simply cannot bear the thought of so many others like this soldier imprisoned, surrounded by naga. Something must be done to rescue them! Try this, {name}. Use it on the prison cells to make them buoyant. If we can get them to the surface, at least they stand a chance at being rescued.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
