TheWoWDBI just spend half an hour with a GM to find out how to get this quest nowadays. The marker on the map is very far off and there are many different locations/spawn points for the NPC.
You have to go to 39,2, 78,5 on the second floor which is almost directly above where you turned in "Visions of the Past: The Invasion of Vashj'ir" some time ago. The quest giver will only appear if you are very near due to phasing. The GM promised to look into the matter and get the matter fixed someday, but until then I hope this helps.

I read all your comments. Many maybe helpfull to other but wasn't to me.
I done all quests, if you not done you will not get "?" mark on mini-map as me.
I had ? on mini map but not NPC with mark (Wavespeaker Valoren)
tryed many many of your comments but none work for me.
So I accidentaly found my solution.
Gone in "dry" room in naga form (some 29,74 1st floor where human are :-) ) and in there I got out of naga form (right click on icon of Battlemaiden)Then I was teleported next to quest giver and there was NPC with ? mark Wavespeaker Valoren.
My answer if you do not see ? and you complete quest go somewhere far from Lady Naga and lose naga form.Hope some1 will find my solution helpfull.

Description
Look, I know this is asking a lot during a time like this, but I need you to tear yourself away from this defeat for a moment. I will tend to these soldiers - you need to find the location of that battle with the Kvaldir General to the west that you told me about. You should be able to glimpse more of the Battlemaiden's experiences from there. I have a strong feeling that the key to defeating these naga will lie with that Battlemaiden. Please hurry - I will do everything I can to buy you time.
