TheWoWDBJust FYI, if you accept this quest and complete it at 24, that's about all you're going to be able to do as -- I believe, though I could be overlooking something -- all the Arathi Highlands quests require level 25. For Horde, anyway.
Kind of a weird situation since you'd think there wouldn't be any point sending players to a zone where they can't pick up any quests for another level, but there ya go.

This quest version of the Arathi Warcheif's Command has been removed, and can not be accepted or completed. Clicking on the East Point Tower board at up to level 29 will now direct you to your Adventure Guide, where you will instead pick up the major city version of the quest
If your character is level 30+ clicking on the East Point Tower board will also bring up the Adventure Guide Interface, but will instead offer you a breadcrumb to The Hinterlands, and other 30-35 zones, or level appropriate breadcrumbs for your level.
This means there is no longer a stable breadcrumb to Arathi Highlands, so just look for Dark Ranger Alina, and accept First Blood directly.
I can confirm this. Just had this happen earlier today and was very disappointed to see myself surrounded by quests I was too low level to pick up once I turned this in.

All able bodied members of the Horde are hereby ordered to report to Dark Ranger Alina at Galen's Fall. The Dark Lady's forces need your help to expand the dominions of the Horde and drive back the Alliance interlopers. To reach the Arathi Highlands, travel east from Hillsbrad Foothills and follow the road past Thoradin's Wall. Destiny calls!
