This is considered a PvP world quest and will flag you for PvP even if you don't kill other players. First off fly to Hafr Fjall if you have it and run down or glide on over to the tower.. You need to kill the captain that's on top of the tower and get 100% complete by killing the troops/brigade. You can also use the explosive barrel on the ground and it will help stun/kill the troops much easier.
