Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.
He gets more HP and attacks buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1 min max)
On first kill drops [currency=1220] and sometimes [item=138839]
[item=138839] can be buffed with [item=139390]

If you're just like me who goes up and down in the watchtower trying to find the rare / the world quest: It's in a cave, downhills, where the rocky terrain ends. I submitted a screenshot, hope that helps! :)
Egyl the Enduring is located in a cave in "Nashal's Watch" in Stormheim.
Coordinates: 41.6, 33.8 - Stormheim, Cave of the Undying
Flight point: [npc=98124] (horde) goes South
Flight point: [npc=111327] (neutral) goes West

- depending on the flight point goes in the appropriate direction and remains, if possible, on the way.
- the "Cave of the Undying" is located between "Aggrammar's Vault" (North) and "Blackbeak Overlook" (East), near "Nastrondir", below "Nashal's Watch", a huge statue. When you reach "Nashal's Watch", a few [npc=108538] staying there, goes down the slope to the cave. The entrance and the cave guarded by [npc=98189]. Hannval the Butcher is in the back of the cave.
- in the statue "Nashal the Watcher" (entrance is above the road), you can go up the stairs all the way up and you get the achievement Going Up, a [object=251716] is also up.
