TheWoWDBHafr Fjall flight point in Stormheim (56, 87) is the best flight point to get to this quest area. The flight point is near the peak of a mountain, while the quest area and tower is below to the southeast. You can either ride down a steep mountain to the combat area, or use a glider or other slowfall ability to jump from the mountain and save some time.
If you use a Goblin Glider Kit from next to the flight point, and glide directly at the tower below, you can land on its top balcony, where you can slay the Queensguard captain first, then fight the mobs below on your way out.

If you don't have access to Hafr Fjall, just fly to Stonehoof Watch and go east until you reach the water stream. Walk along it on the left shore towards south and you'll reach Blackhawk's Bulwark.
