There was no clutter to remove, but you can just place something (click Edit House, click an item and place it) and instantly remove it. You can do the same item four times, you won't lose it.

In case you're an idiot like me, the tutorial shows you on the right side of the screen that selecting an already placed item and pressing "R" will remove it.
My issue was that the keybinds exist over the top of active keybinds for combat; I had R bound elsewhere and so it was trying to use combat abilities instead of removing the items. Fix was to just change the keybinds under "housing" to unused keys.

Description
What a mess! Perhaps the previous owners left in a hurry. Best tidy up! The items removed will be sent to the house chest. They can always be placed down again, if cobwebs are your thing.
