To use Ricket's D16 Propelled Delivery Device, all you need to do is talk to Ricket and tell her you're ready to go.
The destination of the trip is the Grom'arsh Crash-Site (36,49), north-northeast of the Temple of Storms.
EDIT: At least that's the destination for Horde.
I just wanted to mention that you have to have done A Flawless Plan given by Gino in order to be given this quest.
I had missed Gino entirely and was very confused by the fact that Ricket didn't offer this quest to me. Once I completed Gino's quest this quest and Overstock both became available.

So... so I don't think we're going to be getting a good foothold in those mountains. Trust me, I'm not one to give up easily... but between freezing engines, nasty vrykul women, territorial dragon want-to-bes and the half a dozen other nasties settled in the area, this just ain't happening. Don't let that dissuade you though! Just because we can't get a foothold doesn't mean we won't get you there... one-way trips are pretty simple when you get down to it. <Ricket nods at some nearby rockets.>
