This is a so-called breadcrumb quest, it is a prequest, but not a required one. You can accept and finish the following quest(s), but then you cannot do the breadcrumb quests anymore. Don't worry though, they never count for quest achievements.

"I doubted the taunka longrummer who carried it would reach anyone."
It seems that if you complete reading the scrolls first, this quest does not become available to accept since having done the second part.

What to do
Description
It seems we're not the only visitors to this area. A courier relayed a message from a tauren named Xarantaur, who said he was visiting a taunka village called Camp Tunka'lo. The note was somewhat cryptic, but it seems this Xarantaur has come to Storm Peaks to learn the history of a taunka legend. Meet up with him, {name}. See if what he knows can help us in any way. From his description, Camp Tunka'lo is far to the east, beyond the Terrace of the Makers and north of Dun Niffelem.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

- Forging the Keystone
Aha! Here it is: the Temple of Invention, the seat of Keeper Mimir himself! Of course, that's where one would go to join the two parts of the key. According to the prospector's notes, the Temple of Invention is one of the highest points on the western side of the Terrace of the Makers.
After this quest
Taken from the storyline's own step order.
- The Witness and the Hero
When I began my travels in Northrend, I visited the Borean Tundra and met the taunka for the first time. There, Wind Tamer Barah told me the tale of Stormhoof and his battle against the North Wind, their people's ancient enemy.
