You will FIRST encounter Lothrius Mooncaller at waypoint 36,22. It is a building on your left as you cross the bridge into the stronghold.
HOWEVER, Lothrius hands out 3 quests, Precious Little Left, Stop the Spell Seekers, and Lay Waste, Lay Mines.
Completing the chain that begins with Lay Waste, Lay Mines, (which takes you through Starweaver's Fate, and The Orchestrator of our Demise) will MOVE Lothrius up to the shielded area at the top of the stronghold.
At this point, you will find him at 30,10
If you don't have the Moon Guard Stronghold portal activated just fly to the Obsidian Overlook (FP in Highmountain) and descend by a Goblin Glider or - if you aren't an Engineer – use either Goblin Glider Kit or [item=131811], which are accessible for everyone.

Description
Commander Domitille represents the very essence of the Nightborne's corruption. Abhorrent of power not their own, enamoured with their Grand Magistrix to the point of zealotry, and focused utterly on the destruction of the Moon Guard. Take her helm to Lothrius as proof of her demise.
