If you are on the quest to obtain the new traits on a healing weapon, you will not be able place a telemancy beacon on one of the weapon caches, because it will disappear as soon as you get close to it due to phasing. Simply finish the new trait quest, and then come back to finish this.

You have to fly to Val'sharah and then go to Black Rook Hold (not an instance, just an area) and there three Telemancy Beacons. Find a hippogryph named Dusktalon, he will take you to the Hold.

What to do
Description
So many of the rebels want to help in the coming battle. Our people have the will, they lack only the means. They need weapons. From what Khadgar has told me, the fortress of Black Rook has plenty of munitions we could use. Travel to the fortress and place these beacons on some weapon caches there. Once placed, I can teleport them back.
