This is a easy quest and confirms she is Arluin's sister. When you go outside to meet the stranger an emote says:

Arluelle places a dusky purple flower before the little planter

You click on her and she says:

Do you remember me, outlander?
My brother rests here. My name is Arluelle

You click on her again to lead her inside, after walking her in, she talks to First Arcanist Thalyssra and says:

Arluelle: It is an honor to finally meet you, First Arcanist.
Thalyssra: You must be Arluin's sister. We owe him a great debt. His sacrifice was not in vain. What brings you to Shal'Aran in this dark hour?
Arluelle: The fruit from this tree plucked me from the jaws of madness. I am whole now, and I wish to fight.
Thalyssra: So be it. I will send you to Silgryn. With his training you will serve us well.

Quest complete, your sword stays sheathed the whole time.

In Legion Remix, this seems to be bugged, if you go in too fast, as our characters are pumped with speed. Turn on RP walk and start going inside until you see the question mark appear above Thalyssra. Then you can just turn running back on and turn in the quest.

Description

Someone came to Shal'Aran while you were in the City. She asked for you specifically. I did not recognize her face, nor her voice, but she seemed trustworthy and earnest. She is just outside the cavern. Meet with her and determine her purpose for coming here.
