Blood Plague, in turn, triggers Scarlet Fever if specced into this Talent in the Blood Tree (2nd Tier).
It is quite important for Blood DK tanks with this talent to cast Plague Strikes every ~21 seconds (instead of Death Strike, another ability that consumes Unholy Runes) to keep this debuff up.
Please be aware that there is another Blood Plauge spell in the game which applies the DoT effect and has all the 'Modified By' references, in case anyone was looking for it.

Yes feels sad that they just nerfed it and didn't even make another + side or something.
The 4 piece Tier 9 bonus allows tics of this to Crit for double damage.
