There is no issue at all, it is just a bug. Assassination rogues get Mutilate by picking the spec just as they normally would.
Same problem, and it is currently listed in the help FAQ section. It has already been identified as a problem since patch 4.2.2. If your trainer doesn't have this, don't sweat it, just ignore and eventually Blizz will fix. xD
