Most dps boosting potions work this way, you get more out of them if you use them at the same time you stack other boosts. In warlords for example, you wanted to use your Draenic dps boost potions at the same time you had Bloodlust / Heroism and the Legendary Ring proc going, plus whatever other trinket, or class based or race based boosts you could throw in. It'll be the same thing here.
This increases dps against bosses by about 20k for 25 seconds, which is not bad.
Another option is Potion of Deadly Grace which can give you crits of about 300k. As a caster, this gave me about a 30k bonus in DPS.
