Quite easy to get. After successfully defending or attacking the keep just ask in general if anyone wants to do the boss. If you mention gladiator gear drops you'll normally get a couple replies. Of those you get ask them to ask their guilds to fill in the spots. If there still isn't enough fly to Dalaran and ask in trade. Simple enough to get a PUG together. So long as they all have TBC epics, or WOTLK blues for the most part you should be fine. It isn't too tricky.
